Janice was born in Brownsville, Pennsylvania, the daughter of Albert
and Marie Smith. She has two brothers Al, who lives in California, and
Bob, who lives in Charleston, West Virginia. She is married to William
R. "Bill" Higdon (see below) and has a stepson Richard Higdon, married
to Theresa Doughtry, and two step granddaughters Caley, age 7, and
Ashley, age 4.
Janice received her BA in education from California
University of Pennsylvania, the MS from Kent State University, and the
MBA in accounting and finance from Rochester Institute of Technology.
She describes herself as a perpetual student and has taken courses
from several other colleges and universities.
Janice and Bill have remodeled and decorated houses. She
takes advantage of opportunities to volunteer in the Chesapeake Bay
area. She is a member of the Mathews County Historical Society, the
Mathews Visitors Center, Garden Club, and Homemakers Club. As a board
member of Concerts-by-the-Bay, she helps schedule concerts in her
community. She especially finds rewarding their efforts to bring
high-quality concerts and theater to children in the public schools in
that rural Virginia county.
